Republicans on the Texas House Select Committee on Congressional Redistricting passed House Bill 4 on a party-line vote. Democrats could prevent further action by refusing to show up, denying Republicans the necessary number of lawmakers needed for the House to function,

The map headed to the full House for consideration, among other changes across the state, would push North Texas' Congressional District 33, held by Rep. Marc Veasey, a Fort Worth Democrat, fully into Dallas County. Currently, it falls in both Dallas and Tarrant counties.

The Department of Justice said four districts unconstitutionally combined Black and Hispanic voters, a charge the state disputes. If the proposed map passes, two will still be multiracial.
