Smoking is not permitted in the Main Casino. Customers may smoke at the outdoor gaming tables located at the Cove. Just off the casino floor are three designated smoking areas. …

Yes you can play at the Casino even if you are not staying there. We did not stay at the resort either. Atlantis is a great place to visit and walk around.
